An alliance is a legally created group of pilots united by a common goal. The appearance of Alliances marked the adoption of the "Galactic Act on the Division of Governing Power between Alliances" by the Senate. The leaders of the "Big Four" - the four largest Alliances at that time - participated in its signing. Each major alliance is given the opportunity to build a unique base station in one of the galaxies. Each formed Alliance has the right to choose a conditional orientation. However, everyone knows that the main goal of each Alliance is to establish control over as much territory in the galaxies as possible. The more influential the Alliance is and the more controlled territories it has, the more its leaders have a chance to get into the next annual convocation of the Senate, represent the interests of their clan in it and influence decision-making.

The creation of a new alliance begins with the submission of an application by the leader of the future alliance to the Intergalactic Senate. The document must specify the name and description of the alliance. Since the Senate prefers to cooperate only with large associations that can compete with existing alliances, a mandatory requirement for the creation of an alliance is the presence in the association of at least one large spacecraft, which will be assigned the rank of flagship. After the Senate receives the application, a preliminary decision is made. In case of interest in further cooperation, the Senate contacts the applicant to resolve the remaining organizational issues, after which, upon reaching an agreement, a new intergalactic alliance is announced to all galaxies, after which anyone can join it.
