The first Intergalactic council, convened after the arrival of the first researchers, is the key authority in the Cluster to this day. The main function of the Senate is collective decision-making concerning any changes in the Cluster.
The Senate includes not only members of the Polus leadership, but also leaders and some officers from large friendly alliances that support the political ideology established by the Senate and have influence in the galaxies. Every galactic year, the composition of the Senate is reviewed and, if necessary, new senators, holding senior positions in the most influential alliances at the end of the year are added to it.
