A democratic system of government has taken root in the cluster almost from the very beginning. However, as the number of Cluster researchers grew, small groups of pilots began to appear who did not agree with the generally accepted political regime. Over time, small uprisings began to arise in some galaxies with the participation of those very dissidents. Some rebellions ended in failure, some were more successful. After countless attempts to suppress the incessant riots, the Supreme Intergalactic Senate decided to end this senseless enmity and allowed researchers to form alliances to resolve controversial issues with their leaders diplomatically.
Since then, the conflict between the dissenting pilots and the top management of the Cluster has been resolved, and this event ended with the signing of the "Galactic Act on the Division of Governing Power Between the Alliances." The cluster was divided into five main control zones. Now the clans could compete with each other for the right to rule a galaxy without interfering in the affairs of the Senate.
